This is a difficult one to answer!
The first thing I would ask is; is it essential to move it?
Lifting it at this time might 'check' its growth to the point it might not recover.
You don't say how 'small' is so this might create another problem i.e. the root system (ball) will be small and it is normal to move trees/shrubs with as large a rootball as you can.

i wouldn't move it now. you need to mess about with trees either before the sap starts to rise in jan/feb, or just as there about to stop growing, Sep/Oct time.
if you really must move it now, keep a huge rootball (with soil still in place) and water it daily for the rest of the summer
( have moved a 10ft high twisted willow in May, it's now about 20 ft x 20 ft spread)
