When you start up the pc press F8 and select safe mode to see if you still have the problem.
Do you have Windows update running on you pc?
If so try deleting the last update, a lot of problems are caused because of automatic updates.

Try alt+ctrl+del then File/New Task and type explorer.exe

If that won't work then alt+ctrl+del  process. End task exlorer.exe then as above.

Right click desktop and choose personalize/properties, i think it depends on your op system.
Then choose task bar and start menu, then customize,,,,,,then choose, use default settings.
Also make sure you ain't got the taskbar set to autohide, even tho im sure you haven't.

What op system are you using ?

If you are using XP, start task manager and under processes tab open file, then start new task.
In open box type in ,,,, explorer.exe and click ok,,, this should reload your reg and bring back your icons and and task bar.

Sorry about double posting, only just saw how to edit posts after adding this one.

Also just seen djbrenton has already posted this answer. d**n.
