Title: garlic has flowerbuds on -is this normal?

just checked my garlic and it is now 4ft high - seems to have developed a long narrow flowerstem with a bud at the end. The stem is doing a loop-di-loop, if you know what I mean.

What shall I do with the buds?

It is normal for hardneck garlic, not softneck garlic.
