Are the nibbles regular little bites around the edges of the leaves (they end up looking completely scallop-edged?)
If so, it's pea-and-bean-weevil damage and netting isn't going to stop it.
Equally, the plants should pull through it, unless they're very tiny.

My broad beans have all been munched over the past week, but are still growing away strongly. The weevils seem to bite only the fully-formed leaves, so the plants' growing-tips are ok.
Most likely weevil or flea beetle, neither of which is going to do any serious damage. As long as the growing tips are OK, and they're growing, that's all that matters at this stage. One of my varieties (Purple-Flowered Russian) sulked for ten days or so, and was looking decidedly moth-eaten, but it's now growing, and I'm sure it'll be OK.
