Any ideas what this plant is, please?

It has now grown to twice the height and spread in this pic. There is no smell to the foliage.

it looks a little bit like lychnis coronaria - but there are other things with furry greyish leaves, so i can't be very sure.
if this picture was taken on your allotment and from your description i think it might be jerusalem artichoke-to be sure dig away a little bit of soil nearby and you will see the tubers.
if you are unfamiliar with this and am i correct you will want to dig all of it out-and by that i
mean every last bit of tuber and root or will have it for years!-that is of course that you dont

Or perennial cornflower? The flower buds would be just beginning to show if it is.

I agree with Tulipa, perennial cornflower. Mine are not showing buds yet, they are very like the picture. I hope you want it there, it is the devil to get rid of!

I'm pretty sure it is definitely not Lychnis coronaria as I have plenty of them in my garden and they look different 'in person'. Plus, I dug it up from a flower bed on my allotment.
Cornflower looks as though it is the right thing!
