To save little girls from being run over when somebody parks on the pavement. Would be a nice answer and would help her become a responsible caring adult in years to come.
But if you are still on the 'them and us' stage of your life, you could tell her that God made socially inadequate people to be Parking Attendants so that ordinary people would not have to do the job.
Oh, I'm at the live and let live stage now... She on the other hand still lives in a world with goodies and baddies... just tickled me a bit... God looking at the world he'd created and saying to himself, "Something's missing.... people are parking all over the place, this is an abomination to all that I hold dear. Let there be Traffic Wardens..."
Go on admit it, you were not walking home. You were driving and got a parking ticket. If you want us to slag them off for you, you will have to come out of the school run closet ;)

I'll have you know I tipped off a traffic warden the other day (in front of Annabelle) about 20 or so cars double parked on double yellows on a blind corner near the allotment (outside the Lido). Making it very dangerous & just inconsiderate to the law abiding and fairly safe motorist such as myself esp when there's free parking a 5 minute walk away... he went scarpering off there to ply his trade!

Human make traffic wardens, not convinced that God was consulted. Certainly nothing in the bible about traffic warden. If there had been then presume one would have turned up when Noah parked his boat on the top of a mountain.

Traffic wardens were originally needed because some people parked in stupid places now they are a source of tax revenues. So the simple answer is so that there is enough money to pay for her school.
