Title: pests and diseases

Can anyone help.
Just spotted something I don't know about on the leaves of a shrub in my border.
Clusters of very bright red things ( they look like tiny little beads).
Is this some sort of fungus or could it be insect eggs of some description.
Really need help on this one.

now i know i saw this over the weekend it was on the leaves of a deciduous tree but i was in  bit of a rush and didn't get chance to even take notice of tree type. I'm now racking my brain to remember where i saw it (hmm it might have been on the way to the grocery)

that's what I was thinking of, though they're actually galls rather than eggs. There'll be a tiny grub inside each one.
