can you tell me when is the best time to plant an acer in a border

If you've bought a potted plant, any time....bare-rooted plant, wait til it stops raining/snowing!, the soil is warm, and go for it. Put it into the hole large enough to take the roots + a bit,  with new compost (well, I do, cos my soil isn't the best), heel it in....and wait.

use a mix of soil from the excavation and compost! not pure compost, otherwise the roots will want to stay in the planting hole and not venture very far!! ;)

thank you for replys got the acer today will plant next week hope the weather is good  ;D
