With the bed in front, it drains the grassed area. Is it a new bed?

Grass has died because of the lime or other substance coming out of the stones edging the soil bed.

Whoever had the garden before you narrowed the scummy looking path, but left the subfloor that the original  lied on. If I was you I would rip it all up and do the job properly.

I'd say that there was something growing in the border before that overhanged onto the lawn.

No paths, no walls it is a relatively new border, previously just grass......the plants along the rear fence line look the same to, with a couple of small trees having Black tips to some of their branches?

Cheers
