I would say slugs or snails when the leaf was still tender before it unfolded.
Looks like someones taken shots at it with an air rifle!

Actually slugs or snails have taken one bite out of the still rolled up leaf. It's so annoying but quite common.

Tyranosaurus Rex perhaps? Look in your compost bins, you might find one!
They're best avoided; you don't want to argue with teeth that size!

It's not a leaf miner. They eat out the central layer of tissue in a leaf, leaving the top and bottom layers, so if you hold it up to the light you can see the 'mine' with the grub in it.
