Title: apple tree problem

I have found a wooly "growth" on my apple tree its like cotton wool and it seems to be spreading pretty fast, its on twigs and branches but not on the fruit yet.Is it wooly aphid and if so how can i get rid of it please?

There is a picture of some wooly aphids here along with some suggestions for dealing with them. I find they are usually fairly easy to scrape/brush off or painting them with meths will kill them quickly.
