3 - 5 depending on the variety... some earlies are small bushy pants so you could get away witrh five... things like Pink Fir need more space.

Depends how big your recycling bin is. Ours aren't very big at all. Not sure I would get enough depth unless I put another bottomless flower bucket on the top. Like ring culture style you do for tomatoes.

Last year I used 4, but this year going to use 5 as I think I went a bit mad buying seed potatoes.

Last years 4 grew really really well and it was fun harvesting them.
