1) I'm about to cut down some mature ivy. If I put it through a chipper will be ok to use as a mulch?

Regarding your ivy...Mmmm! I'd be reluctant to use it as a mulch even after shredding. It's a creeper and roots very easily even from small pieces.
Ivy : How good is your chipper, I find that only stiff stuff goes through cleanly. As for a mulch, if any twigglet has more than 2 pairs of leaves, it will root, providing you with an everylasting supply of ivy to chip.
Growmore : NPK should be 7-7-7, Growmore is Growmore - I don't think it matters who bags it up.
£2.00 for 5kg is good for a small quantity.
I pay £6.50 for a 25kg bag from the local GC - lasts a couple of years and I feel I can be
generous with the stuff.
Re ivy: the chipper is a new acquisition - havent tried it out yet, but suspect you're both right. I feel a burn-up coming on!
Growmore: £6.50 for 25kg is much cheaper - I'll look out for the larger bags.
