Mine are the same size, but they were a replacement lot planted in June after the first sowing was wiped out by the floods, so I wasn't expecting anything.

I would carefully untangle the plantlets and pop into a glass of water overnight and if there still upright the next day (and not wilted which i think might show root damage) i would plant the good ones out and leave the others in the glass for another day if they perk up then these can be planted in a couple of days.
