Is this a good place to start off germination?

Its dark and warm?

Sounds good.  I normally use the hot press (airing cupboard) for similar reasons and it works well.

I use lidded half trays on top of the radiator, with a folded towel in between to buffer the heat. Works a treat.

I think the lid or some sort of covering is very important as otherwise the soil tends to dry out very quickly (only takes a few hours if that if the heat is up high).

Do you have a thermometer to check what temperature it is?
