Bed-spring wire cutters or bolt croppers.

Or the special tool which is used for erecting wire fencing, combined cutter, hammer and pliars. Or a sharp hacksaw, BUT wear gauntlets!

If you're using a hacksaw, just cut half way through and bend the cut to break it off.
You'll save a lot of time.  :D

Farmers. foresters use Felco wirecutters for high tension wire or small bolt croppers, or an item called a fencing tool that also has a claw that can be used to prize staples out with the help of a hammer.
