I knew that it wasn't 12 for an inquest, but according to http://legal-directory.net/english-law/coroners-courts.htm it can be as few as 7 ...

The coroner sits with a jury of between seven and eleven people in cases of suspected murder, manslaughter, infanticide, suicide, poisoning, and road accidents.

So in this case, they've gone for the maximum allowed.
