inula helenium.
Takes over if you're not careful, split it and chuck half of it away each year.

I reckon it's rudbeckia. Elecampane (Inula) flowered months ago and has already finiiished for the year. Seeds should be available shortly if the test pot germinates.

When I lived in Scotland had a perennial Helianthus that looked a lot like that in my garden. I never found out exactly which one it was though.
I'm voting for Helianthus Lemon Queen.
We've seen it in quite a few gardens this autumn & it's at it's best this time of year. Gets up to 6ft in clumps.
