We earth ours up right away - don't think I could trust myself to do it properly later!  But if you look thru the site you will see there are many differing points of view  and they all seem to work.  We do it our way to save moisture at the tubers as we rarely water tatties once they are established.

Earth them up, gives you about a month before they come through so you dont have to worry about the frost and you can get on with doing other stuff around the lottie

My neighbour advised me to earth up a bit straight away so any big downpours of rain will flow away from the tubers, rather than sitting and rotting the tubers.

That's all good news - I'll get planting when next down the plot and will cover over with mulch instead of earthing up.  Fingers crossed! ;D
