That maybe a Cornus (or Dogwood) needs pruning hard in spring so the red stems will grow through the summer and look good next winter when it drops its leaves...though it may not be!

Thanks Matt, I have to say I was thinking dogwood too because of the colour of the stems. I guess it will be easier to tell for sure once the leaves appear.

Does the red colour go all the way down the stem ?

Without the leaves its a bit hard to tell what it is, but a Cornus alba ‘Elegantissima’  (red barked dogwood) is unlikely, they dont branch a freely as your pic.

I should wait until the leaves develop, take another pic and re-post.
