I have been trying to find out the laws regarding sending seeds to the USA.
In particular Chilli and Pepper seeds.
I have been sent this link by a friend, but I am not sure if I am missing the point or just being thick. It doesnt mention pepper seeds being prohibited, and it seems to say generally packs smaller than 50 seeds are ok to bring into the US.

I would agree with your understanding of the rules.
I just hope the US customs agree with both of us!

On a related note, anti-terrorism measures have made sending food more complicated. Rather oddly, you don't have to register home-made produce with Customs ( which surely is easier to tamper with) but you do all purchased products. The unit of measurement drop-down is unbelievable. It includes such common units as 'tea-chest and barrel'. You have to identify the method of preservation ( irradiation, heat, heat/irradiation) and find the appropriate shape for bottles ( try to categorise Marmite). I gave up and lied that I'd sent the package.
Hopefully my seed packets shouldnt look to terror like.
Although nowadays they probably check everything.
I am more worried they might think they are some kind of illegal seed.
But including the genus name should solve that one
I live in Spain and I send and recieve seeds from the U.S never had a problem! as you say small quantities no problem. Sending from the U.S they would need a CN22 sticker from the post office. Good luck :)

US to britain?
I have had alot of enquires from americans,
but I have never been sure fo the rules.
Most fo the people i speak to say it shudn't be a problem.

I've had seed sent over from the States with no problems. Plants might be more of a problem, but I'm not sure.
i travel to the usa all the time and buy seeds and bring them back no problem i just put them in my suit case wrapped in my clothes.
