For earlies I have a scrabble around in the soil to see what's there when the flowers develop, usually there's salad sized new potatoes which you can lift as and when you need them. The longer they're in the ground for after flowering the larger the potatoes. Lift and use when you need them, earlies don't store well. For maincrop I wait until the foliage wilts and dies back, then they're ready for lifting and storing. Unless you're hit with the dreaded blight, in which case you cut off the foliage asap, lift and use fairly quickly as the tubers won't store well.
