Good question, I often wondered the same thing, ???
Well yes you can save from you own potatoes for seed, personally I would advise to buy fresh seed potatoes from a reliable source to avoid risk of desease

not had any problems with desease for the last 15 years - i always keep some of the healthy (green) ones and replant them - also buy new ones
Ive kept a few Pentland Javelins that i dug only a month or so back to plant, they are chitting away quite happily, will keep you updated!!!
I kept my own the year before last with no problems. I didn't keep any last year as a precaution because my tomatoes had blight.
Of course, if you grow your spuds in containers- as more and more folk seem to be doing, especially first earlies- you've no need to worry about disease in your own, kept seed.
Containers indoors, of course.
At 10p - 15p for each seed potato, probably worth the minimal cost of fresh seed potatoes against (potential) spreading of disease.
