It may be a pest called Bay sucker.
You could try washing down with a weak solution of washing up liquid.
There is a solution called thiacloprid that should help,not sure id this is still legal,will have to look it up,this should help. :)

I spend ages squashing them.....only to have my neighbour overwater it while I was on holiday now the Bay sucker is not the problem!
