Reluctant basil.

Can a novice have some advice on basil.
I planted seeds in a seed tray late summer, indoors. They germinated, got leggier then keeled over and died.
I then repeated the process, but this time when they had 2 leaves, transplanted them into pots, and they've been in a heated propagator for weeks now, doing absolutely nothing. One or two have produced some true leaves, occasionally one will keel over, but otherwise they are just sat there. Are they the slowest plant in the world, or am I being totally stupid?
My plan was to put them under glass in Spring. This rate it will be the 2 survivors in Spring 2012

Basil needs warmth and light - it's best sown in spring (April/May) even if you intend growing it under glass.

Right, that answers that then. Even though it's in a mini heatwave of it's own, it still knows it's winter. Will try again next year. Thanks
