I saw something similar when I worked for the local council some years ago!
In this case a new tenant was moving into a recently vacated house.
To explain:
The previous tenant was very house proud and had spent a lot of time and money renovating the inside ( but not the outside).
It had a suspended ceiling and tiled and mirrored walls in the bathroom.
Secret lighting and an all round speaker system fitted in the master bedroom.
A fully fitted kitchen with all mod cons and solid timber units ( not that cheap muck the council usually supplies)
The lounge had a beautiful stone fireplace.
In other words it was a 'palace' unlike some of the council house we had to go in and repair which were no more than tips.
Guess what our instructions were?:
Pull the lot out and replace it with standard council quality fittings.
The logic was:
If we give this quality to one tenant every tenant would want the same!
Conclusion!
What price bureaucracy!
