Title: When can I cut back?

I have some dogwood which is growing at a rate of knots  and out of control.
What is the best time of year to cut it back, I don't want to kill it just bring it under control. Can I use any of the cuttings to root and make cuttings?
Any advice welcomed

About February for coloured stems. Take long cuttings (30cm/1 foot min) and heel into a trench.
