Title: I'll do the cutting this time, not the cut worm!

Cut the bottom out of a paper cup and place around the young plant, pushing it a couple of cm into the soil.

They are not cutting my pepper plants this year!

I use plastic pop bottles cut into sections to protect my plants from slugs etc   i also use the bottles cut in half as mini cloches when plants are tiny. The bottles also come inhandy when the bottom is cut out sink bottle part way down in ground next to crops that need lots of water  pouring the water into the botle makes sure that the water gets right down  the roots

In Holland we have a deposit on plastic pop bottles and I'm too cheap to cut them up if I don't have to. Otherwise that would have been a great idea.
