Sons Camellia has the weirdest infestation I have ever seen ! :o
Under the leaves are a mass of 3cm long, ' oblong ' white fluffy patches -- white
as snow. I rubbed some with my thumb - ugh, messy, but thought I could see
a dot of something ?
If anyone knows what this is - would be very pleased to hear from you, ???

were they like white, oblong fluffy tubes?

More like what you described manics, don't know about tubular--- more like oblong flat
and very white !

Think it must be ' bug ' infestation -- of what sort , do not know,
Did Google but couldn't get anywhere,

I put in insect eggs camellia images..it's amazing the pests there are :o ;D
