Indentify plant please

Hi, I have this plant in my garden that was transfered from some pots that were my Mothers. At the time I thought the plant would develop into flowers but 2 years on and all I seem to have still is a clump of leaves. The clumps have grown bigger and the plant seems to be hardy.
Can anyone tell me if the plant is a weed or not, I suspect it is but I dont recognise it.

I've never grown them, but it looks a bit like a wallflower, though they flower?

Looks a bit like a Sweet William to me, but would have expected that to flower as well.
