Gardening anywhere should include considerations of courtesy towards neighbours such as respecting boundaries, keepng hedges to a reasonable height, not growing invasive plants, keeping noise to a minimum and to social hours and so on.
Where I live, we are not allowed to use noisy machines such as lawnmowers or strimmers or rotavators before 8am, after 8pm and, on Sundays, after midday. This includes DIY machinery too. Some more urban areas allow no noisy machines at all on Sundays.
Your allotment committee should have rules available for you to see and, if complaints have been made, should bring them to the notice of all the allotment holders and make sure any new rules are made known to all, and respected by all.
