I have heard that criminals are marking the houses of the vunerable with tying plastic bags in the hedge or fence. This may be a bit of scaremongering, but it is worth checking any elderly neighbours as you are walking to the shops and if you see any pull them off. This is not rubbish blowing about but definately tied bags. Some were spotted by a mate in his parents hedge, he reported it to the police just in case and they confirmed his suspicions and are keeping a eye on things.
