I think he meant you need this temperature for germinating seeds.
If it is to keep plants ticking over then around 40°-42°F (4°-6°C) is enough.
As you see in this picture I have three temperature ranges;
1) the propagator for 60°+
2)the hot bed for 50°+
3)the fan heater for 40°+
I have now got rid of the propagator (it broke down) but I find by placing a tray cover over my trays I can replicate the temperatures I was getting in my propagator!
To keep air temperature at 60° is very expensive hence my different methods of heating.
As you may recall in a recent posting I mentioned I have bought a new fan heater and this is even better at keeping temperatures where I want them (42°)
