we've got leek rust, doesn't sound the same..we're still able to use ours, no slime, just rusty colour, sounds more like a rot type of thing..
by the way, welcome to the site  :)

Sounds more like a bad case of leek moth, in which case a good spray with insecticidal soap should do the trick.

Dig one up, and cut it open. if you find a maggot it'll be onion fly, if it's got green caterpillars eating out the leaves it'll be leek moth, and if you find nothing it may well be eelworm.

Onion Fly     Yellow, drooping leaves and a tunnels in the plant tissue
Leek Moth    White streaks on the leaves.
White Rot    Yellow leaves, white or grey fungus at the base of the plant.
White Tips    Leaf tips die back with white papery patches on the leaves.
Leek Rust    Orange, powdery spots on older leaves

If its the base of the leak that is twisting then i would say its Fusarium Disease. which you can,t do anything about. There is an argument over this disease that is caused by the compost they were grown in is wheather it is in the genes of the leek you planted,. My opinion it is the compost.
