Buying seedlings

All,
Is there a supplier out there that can send quality seedlings at the number specified with backup in the event of failure.

D****s sent short supply, leggy supply, and failure to supply to a colleague.
T*M has just sent potato seedlings with;
two that had been held together so long they had rooted to each other, two OK, and two crushed - and not after being placed in the box either.

Corporate response in each case - none left we'll send you a voucher. Am I alone in thinking this is not a reasonable  practice? If so, which supplier has backup in the event of a minor disaster and is able to provision altrernative supply in the event of running out?
