well it looks like a ratchet type of thingie to me, but the plastic bit is throwing me!

It's maybe not a one that you'd use on a car, but I can't think of anything else that you'd use a ratchet for, maybe a garden parasol?

I'm sure it's a pair of secateurs, and the light green plastic is the catch which keeps them closed when you're not using them.
