We've got troughs on our site and in the summer the trough didn't fill fast enough to keep up with people dipping their can's. We would have prefered a stand pipe.
However what is going to stop vandals from turning them on?

We have a timer on ours so they turn off automatically at 9pm or  10 in high summer which cuts down most of the nuisance waste water but someone can still leave one open and the water flows again at 7am... or what ever time you set the solenoid(?)
