Blind Tulips?

Is there such a thing? I know you can get 'blind daffodils'.

I planted some tulips last year, and while some have come up, there are a good fair few that have produced lots of leaf but no stem with bud at all. They were brand new, bought bulbs and I wouldn't have thought the ground was completely drained of nutrients as the ground was fallow for years before last year (with plenty of weeds growing happily!).

Thanks to any comments on this.

The usual reasons for non flowering of tulips are either that the bulbs were not big enough to flower, or not well fed enough the previous season to flower or they were planted too shallow. Take your pick!

I always plant mine about 8"down.
