A clout...mmm.... strange word that one, I don't think I've ever worn a clout? Or have I and never knew?  ???
You'd need teeny weeny pegs wouldn't you....and wouldn't they go crispy? The worms, not the pegs... ::) Ooo then you could put them in the tequilla!! Ah see, I knew I'd get there......

It basically means don't do anything in the garden until May has gone as the weather is so unpredictable until then.  I think clout probably refers to clout nails as in making sheds etc.  It's an old Lancashire saying.
My cousin used to peg worms when he was very small but I wouldn't advise it! ;D
