Anybody with experience with Walla Walla onions,
we my wife and I have tried to cultivate but they have
taken a long time to grow to a small size.

Walla Walla onions are onions that mature in late spring from overwintering plants. They are
not
short day plants like traditional onions. This is probably why they are small as the bulbing you are seeing is probably a stress response.
