I just connected a second butt up to the shed roof guttering so at least I'll have some reserves when I need to water things.  I'm tempted to make it three... though that will require some creative pipework!

but why doesn't the east coast get it off the north sea ?  or is that cos it's just not big enough ?

Run overflow pipes directly from one butt to another. Drill a holes near the top and run pipe though, when the first butt is full all excess water will run into the next butt.

The prevailing wind is in the west, so there isn't that much air coming over the North Sea. On top of that, east winds are often cold, coming from a large continental mass, and can't pick up so much moisture. As you say, it's also somaller, and this doubtless has some effect.
